Pursuant to W.P. No. 17816 of 2026 before the Hon'ble High Court for the State of Telangana
Seeking Immediate Government Relief by Direct Payment of Compensation Equivalent to Double the Principal Investment to Every Verified Victim of Crime No. 358/2023 (Dhanwantari Foundation International Case), Pending Completion of Recovery Proceedings Against the Accused.
Affidavit / Representation
I/We, the undersigned applicant(s), being a verified victim/investor in Crime No. 358/2023 (Dhanwantari Foundation International Case), do hereby solemnly affirm and state as follows:
- That this Representation / Appeal-cum-Demand is submitted pursuant to W.P. No. 17816 of 2026 pending before the Hon'ble High Court for the State of Telangana and in continuation of the proceedings arising out of Crime No. 358/2023, which is under investigation by the Central Crime Station, Detective Department, Hyderabad.
- That thousands of innocent investors were allegedly induced by the accused persons and their associates to invest substantial amounts through fraudulent promises and deceptive schemes, resulting in enormous financial loss to the victims.
- That during investigation, numerous movable and immovable properties allegedly acquired from the funds collected from investors have been identified and attached. It is respectfully submitted that several of such lands and properties, which were purchased years ago for comparatively lower values, have appreciated substantially over time and are presently worth several times their original purchase value.
- That the Hon'ble MSJ Court, Nampally, while exercising jurisdiction under the applicable provisions of law, has passed Absolute Attachment Orders in respect of the attached properties. The said attachment has also been upheld by the Hon'ble High Court for the State of Telangana, thereby confirming the attachment of the properties for the benefit of the depositors, subject to further proceedings in accordance with law.
- That, as on date, the principal judicial determination regarding attachment of the properties stands concluded. The remaining steps substantially relate to constitution of the Competent Committee, conduct of Government-supervised e-auction of the attached assets, realization of sale proceeds, and transparent distribution of such proceeds to the genuine victims through a designated Government mechanism.
- That every applicant submitting this Claim Form does so subject to verification of identity, investment records, supporting documents and bank account particulars, and further subject to the final orders of the Competent Authority and/or the Hon'ble High Court. Submission of this Claim Form shall not, by itself, create or confer any automatic right to receive compensation.
- That the applicants respectfully submit that the attached assets represent properties allegedly acquired from the monies collected from thousands of victim-investors. Therefore, the ultimate realization from such assets ought to be utilized for the benefit and rehabilitation of the genuine victims in accordance with law and under judicial supervision.
- That considering the enormous appreciation in the value of the attached properties, and without claiming any contractual interest, penal interest or separate damages, the applicants humbly seek a one-time equitable rehabilitation measure equivalent to Double the Principal Investment, to be paid only from the sale proceeds of the attached assets or through an interim Government arrangement recoverable from such sale proceeds.
- That this prayer is not founded upon any existing statutory provision expressly guaranteeing payment of double the principal investment. Rather, it is made invoking the extraordinary constitutional jurisdiction of the Hon'ble High Court, the equitable principles governing restitution and rehabilitation of victims, and the executive powers of the State Government to provide appropriate relief in exceptional public interest cases.
Prayer
In the above circumstances, it is therefore most respectfully prayed that the Hon'ble High Court and/or the Government of Telangana may be pleased to:
a) Direct the State Government to constitute, without further delay, the Competent Committee required for implementation of the attachment and recovery proceedings.
b) Direct the concerned authorities to complete valuation and Government-supervised e-auction of all attached movable and immovable properties of the accused persons and their associates, strictly in accordance with law.
c) Direct that all sale proceeds realized from the attached assets be deposited into a dedicated Government account exclusively for distribution to the verified victims of Crime No. 358/2023.
d) Direct the preparation and publication of a transparent list of verified investors after due verification of identity, investment records and bank account particulars.
e) Pending completion of the recovery proceedings, consider granting an appropriate interim relief mechanism to the verified victims, with liberty to adjust the same from the final realization of the attached assets.
f) Upon realization of the attached assets, direct the distribution of compensation to every verified victim, and, considering the exceptional facts of the case, the substantial appreciation in the value of the attached properties, the magnitude of the fraud, the prolonged suffering of thousands of victims, and in the interest of complete rehabilitation, be pleased to consider payment of an amount equivalent to Double the Principal Investment to each verified victim, in place of separate claims towards interest and damages.
g) Pass such further order or orders as may be deemed just, proper and equitable in the interests of justice, equity, good conscience and protection of the rights of the victims.

I/We further declare that the claim is made bona fide and shall remain subject to verification of identity, investment records, nominee particulars, bank account details and all other relevant records by the Competent Authority.
I/We also undertake to abide by every direction, order or judgment that may be passed by the Hon'ble High Court for the State of Telangana and/or the Competent Authority in relation to Crime No. 358/2023.

The Victims Rights Protection Trust (VRPT) considers it its duty to keep every genuine victim informed about the present legal status of the Dhanwantari Foundation International (DFI) case and the efforts presently being undertaken on behalf of all investors.
Many investors have repeatedly enquired whether the legal proceedings are moving forward and whether our representations before various authorities have yielded any results. We are therefore issuing this Official Information Circular to place the actual legal position before every investor in a transparent manner.
⚖️ The Scale of the Legal Battle
The legal battle being fought in this matter is neither simple nor ordinary. It involves one of the largest financial frauds affecting thousands of innocent investors. The case involves numerous companies floated by the accused, multiple directors, several immovable properties spread across different districts, bank accounts, electronic records, and large volumes of documentary evidence collected during investigation. Bringing all these aspects before the Court requires continuous legal work, documentary verification and systematic coordination with the investigating authorities.
🏛️ Attachment Orders Confirmed
After examining the material collected during investigation, the Government of Telangana exercised its powers under the Telangana Protection of Depositors of Financial Establishments Act (TSPDFE Act) and ordered attachment of various movable and immovable properties believed to have been acquired from the deposits collected from innocent investors. Subsequently, the Competent Authority approached the Hon'ble Sessions Court at Hyderabad seeking confirmation of those attachment orders. The Sessions Court, after hearing both sides, made the Government's attachment orders absolute, thereby protecting the attached properties for the benefit of the depositors.
The accused thereafter challenged these orders before the Hon'ble High Court by filing a batch of Criminal Appeals. After hearing extensive arguments, the Hon'ble High Court dismissed all the Criminal Appeals and confirmed the attachment orders, thereby continuing the legal protection over the attached properties under the Depositors Act.
📜 VRPT's Writ Petition No. 17816 of 2026
While these proceedings were continuing, VRPT carefully examined the entire situation and found that several important aspects concerning identification of additional assets, tracing of benami properties, transparency in recovery proceedings, participation of genuine victims and future distribution mechanism required judicial intervention. Accordingly, after extensive preparation, VRPT instituted Writ Petition No. 17816 of 2026 before the Hon'ble High Court for the State of Telangana.
The filing of this Writ Petition represents an independent legal initiative by VRPT intended to strengthen the overall recovery process and to ensure that the interests of genuine victims remain before the Hon'ble High Court throughout every stage of the proceedings.
👥 Active Judicial Contest Underway
The Hon'ble High Court has already taken cognizance of the Writ Petition and notices have been issued in accordance with law. The State Government has entered appearance. The learned Government Pleader is representing the Government before the Hon'ble High Court. Significantly, on 17th July 2026, advocates representing Dr. Patangi Kamalakar Sharma and certain other respondents also entered appearance by filing vakalaths. This development clearly demonstrates that the proceedings initiated by VRPT have become part of an active judicial contest before the Hon'ble High Court.
This is a significant stage in the litigation. Today, the issues raised by VRPT are no longer merely administrative representations. They are now the subject matter of judicial consideration before the Hon'ble High Court, where the Government, investigating authorities and the accused parties are all participating in the legal process.
📋 Every Investor's Responsibility — Claim Registration
The next important responsibility lies with every genuine investor. Legal proceedings concerning thousands of victims require authentic and verifiable records. For this reason, VRPT has developed a secure online Claim Registration System. Every investor is requested to furnish only the essential particulars, namely the Investor's Name, Nominee's Name, Investment Period (From Year – To Year) and the Total Principal Investment Amount.
There is no requirement to furnish year-wise investment details. For example, if investments were made during the years 2015, 2018 and 2022, the applicant should simply mention the investment period as 2015–2022 and the total principal investment amount. This information will enable preparation of a consolidated and verified database of genuine investors.

The information collected through this process will remain completely confidential. No public list of investors will be displayed. Every applicant will be able to view, edit and download his or her own application whenever required. The entire process can be completed conveniently through a mobile phone.
